SI is the long designator of the ATC Position
Short is the designator that will appear on the label
The logic for the Portuguese Short Designators is to have the last two letters of the ICAO Code plus the middle identifier for the CTR positions, or the type of station (App/Twr/Gnd/Del) for the aerodrome positions.
